Control Submittal Sample for HVAC & Building Automation Systems (BAS)

November 19, 2025

A control submittal is one of the most important documents in HVAC and BAS projects. It outlines how the building’s mechanical equipment will be monitored, controlled, and integrated through the automation system. Below is a short, easy-to-follow sample of what a professional control submittal includes.

  1. Cover Page

Includes project name, contractor details, submittal number, and date.

  1. System Overview

Describes the BAS scope: controlling AHUs, VAVs, pumps, exhaust fans, and sensors using BACnet/IP and DDC controllers.

  1. BAS Architecture & Network Riser

Shows how the BAS server, controllers, switches, and MSTP loops connect across the building.

  1. Hardware Specifications

Lists controllers, sensors, actuators, valves, and communication devices with their technical details.

  1. I/O Summary (Point List)

A table showing every control point—temperatures, valves, fans, alarms, etc.—for each HVAC unit.

  1. Control Drawings

Diagrams for AHUs, VAV boxes, pumps, and fans showing wiring, sensor placement, and safety interlocks.

  1. Sequence of Operations (SOO)

Explains how each HVAC system should run, including start/stop logic, temperature control, alarms, and modes.

  1. Device Datasheets

Manufacturer cut sheets for controllers, sensors, valves, and actuators.

  1. BAS Graphics (Optional)

Screenshots of BAS dashboards such as AHU graphics or floor plans.

  1. Testing & Commissioning Plan

Steps for pre-commissioning, functional testing, alarm testing, and final handover.
